Lucy was born on October 20, 1935, to Edgar and Georgia Mae Beals.
Lucy graduated from South Greenfield High School in Missouri in 1952. She married Philip Steenrod in 1956, who passed away on March 20, 1997. In 1960, Lucy and her family moved to Wellsville, Kansas, later relocating to Ottawa, where she spent her remaining years.

Lucy had a deep love for flowers and enjoyed taking care of them. She adored all kinds of birds, especially her beloved Pierre, whom she had for many years. Lucy loved country music, bingo, and visiting casinos. Although she loved to travel, she disliked driving, so her daughter Ginger often took her on trips
Throughout her life, Lucy held various jobs, working as an aide at Cedar Crest and for several years worked at Parmalee and King Radio. Her last job was as a door greeter at Walmart. Lucy was a longtime member of the Ottawa Eagles Auxiliary until her health declined.
Lucy is survived by her two daughters, Rebecca Grauel of Richmond and Ginger Millbern of Ottawa. She also leaves behind grandsons Tim Millbern (Marlene), Ryan Millbern, and Philip Hernandez, all of Ottawa; granddaughters Deanna Millbern of Rantoul, Sierra Hernandez (Jessica) of Lebo, and Angela Fuerborn (David) of Williamsburg; along with 11 great-grandchildren and 15 great-great-grandchildren.
She was preceded in death by her parents, an infant baby sister Patsy Fay, her brother Jackie Lee, and her son Larry Steenrod.
Lucy faced many heartaches and challenges throughout her life with courage and strength. Her boundless love for her family leaves a significant void in our hearts.
